This is the question posed by politician Timothy Myeni of Swaziland in Africa. Swaziland, ruled by the last absolute monarch in Africa King Mswati III, has highest HIV prevalence in the world. It is also one of the world's poorest nations.
His solution is to have compulsory testing for HIV. If someone tests positive for it then they would be branded on the buttocks. That way anyone wanting to have sex "can check the buttocks of their partners before proceeding with their mission"
After the public out cry against his remarks, Mr Myeni backed down from the branding comment but stood firm about his idea to have mandatory testing.
